Http 403 is a forbidden status code that occurs when a client is able to communicate with its server, but the server won’t grant access to the client.  This is a fairly common problem with several codes for IIS that indicates access problems that are often difficult to resolve.

Because the HTTP protocol allows your web server to give this response without providing a reason, this problem is the webpage telling you that you cannot access information or links.

What Does a 403 Error Mean?
The decimal number (i.e., 403.1-403.20) indicates http 403 error types, and they all mean different things.  The 403 error alone is a blatant access denied, no reason given.  This error is often found on images or webpages that will not show up.  This means that you do not have permission to view the file due to improperly set permissions in your CHMOD command.

Hotfix Enables you to View Blocked Content
The most effective way to clear up this problem is by loading the Microsoft Hotfix found on the Microsoft website.  This will clear up and set permissions listed on your CHMOD and allow you to view blocked photos/websites.

Try Changing Explorer’s Security Settings
Also, if you are using Internet Explorer:

• Go to Tools->
• Internet Options->
• Security
• See if you can change the settings for that particular warning message.
