It really doesn&#8217;t matter what the program is, and it&#8217;s possible you have been using the program for a while. You try to start up the program and get “Error 4000: WINS encountered an error while processing the command.” Then your computer freezes for a minute. Then things go back to normal, but the program won&#8217;t start up.</p>
<p style="text-align: justify;">I have good news, and bad news. The good news is that your problem is a registry error. The bad news is that your problem is a registry error.</p>
<p style="text-align: justify;"><strong>What is a Registry Error?</strong></p>
<p style="text-align: justify;">Your registry is the core programming code of your Windows operating system. Registry errors can vary in severity. They can be corrupt files, missing files, empty registry keys, short cuts that point to programs that have been uninstalled, dll errors, even blue screen errors are registry errors.</p>
<p style="text-align: justify;"><strong>How to Fix Error 4000</strong></p>
<p style="text-align: justify;">Error4000 can usually be fixed with a little work on your end. Basically what I&#8217;m going to do is walk you through a process that acts like taking your computer back in time to a date before you had the problem. After this process, any programs you installed between now and the date you choose will have to be reinstalled, any programs you uninstalled will have to be uninstalled again.</p>
<p style="text-align: justify;">For Windows Vista:</p>
<ul>
<li>First, you want to restart your computer into Safe Mode</li>
<li>Press the F8 button while your computer boots up until you get a menu. If your computer goes into Windows, you need to try again.</li>
<li>Use your arrow keys to select Safe Mode from the menu</li>
<li>Press your Enter key</li>
<li>Once your computer is fully booted up, you will see a pop up window informing you that you are in Safe Mode. Close the window and go to your Start menu on the lower left of your desktop</li>
<li>Type “restore” in the search box. You will see system restore listed there. Left click on it.</li>
<li>You will have two options once you get into system restore. There will be a  recommended date and choose another date. You want to choose another date.</li>
<li>Look at the dates carefully, and pick one from before you started to get error 4000, then click Next.</li>
<li>Click the Finish button</li>
<li>Reboot to normal Windows</li>
</ul>

<p style="text-align: justify;">There are a couple things  you can do to be rid of this problem. The first one, also the easiest one, is to go into start up and remove the program from the list of startup tasks.</p>

<li>Go to Start on the lower left hand side of your desktop</li>

<li>Look carefully at the choices, and what you did on the date that each one was created.</li>
<li>Choose your restore point</li>
<li>Click on Next</li>
<li>Click on Finish</li>
<li>Restart as normal</li>
